[ale] Can a class-b space be sold? How much?

I have just started doing some work for a client that has a class-b,
but they could use a 10.x.x.x if they were designing the network
today.  It would be pretty expensive for them to re-address all there
static machines, but if a class-b were worth enough it might be worth
it.
