Nope. It depends on the type of error, from my experince. If it's not a
kernel panic, but an error from some module not be loaded in your initrd,
you'll be dropped to a busybox shell and you can indeed scroll up with
<shift><pg-up>. However, when it panics, it seems to lock the entire
terminal...
