Since the default database in RH is Postgresql, you will need to get the
PHP 4 src.rpm, install it, edit the spec file to activate the MySQL
option (I think it's a configure option), rpmbuild -ba PHP.spec, and
_then_ install that rpm.

You can still install tarballs into /usr/local. But you will need to
change the /etc/init.d/httpd startup scrip to point to your apache setup
instead of the default one.
