It can be done this way:
|---ssh/ethernet---> remote PC running tn3270
|
v
PC <----ethernet---> ethernet to twinax gateway <===twinax====> AS/400
The gateway is similar to a terminal server. A quick search turned up these
guys who sell them.

I did something similar to this to get dialup console access to a System/36
(which also uses twinax).
