Rather than possibly reinventing an existing perfectly good wheel,
check out apt4rpm.

You can setup your own RPM mirror, or use an existing one like
freshrpms.  I've been using it on several redhat boxen and it's pretty
handy (sudo apt-get update, sudo apt-get upgrade, boom).
