Some news servers do not allow posting. They only allow reading. This
might be the case with the news server you are using. I'm sure there is
a way to tell this, but I don't know off the top of my head the magic to
cause NNTP to tell you if it supports posting news.

If you are looking for a free news server that allows posting I would
suggest you check out http://news.cis.dfn.de/ It is free, has tons of
newsgroups (no binaries), and works well. They require you to register
with them so that they know who you are, but it is free. It takes a
couple of days for them to get you set up (it is not automated).
