[ale] funky characters

I'm attempting to replace some funky characters that were left in a text
document when it was converted from Word. In place of apostrophes,
there is (in vi) ~R which vi sees as one character. If I 'cat -evt
file' it's listed as: M-^R
Anyone know how I can match that character with sed/tr/perl so I can
replace it?
