I'm fond of afio.  It produces a cpio compatible archive but is smart 
enough to compress each file individually as it is written.

find / /local /home -xdev |\
sort |\
afio -o -c 1000 -v -G 9 -M 10m -T 3k -Z -b 10k /dev/tape
