That's easy.  Start with a pair of Rescue Disks (floppies).  RH and
Slackware certainly have them.  Pick a kernel with networking in it
(I assume your appliance wants to network).

It's easy to manipulate an existing Rescue root file system to add/delete
programs and files.  It's documented in "Real World Linux Security"
(plug).
