[ale] bandwidth limiting ftp

does anyone know of an ftp program that does bandwidth limiting?
i'd like to ftp a very large file (1 gig) over the course of
several hours without stomping the connection for other users. something
like:
 ftp --src joshy at remote:/myfile.tar --dest .  --limit 20kbs
