You need a program such as mgetty to answer and do login. I'd
suggest mgetty+sendfax. There is an excellent article at
http://www.unixworld.com/archives/95/tutorial/015/015.html which
explains how to do just this.
This is exactly what I do on my RH 4.2 server. If you have any
