Odd Cogentco routing?

Hello -

While doing some traceroutes, I have found a few destinations that I
found a little odd.  For example:

Detroit -> Toledo -> Cleveland -> Buffalo -> Hamilton, ON -> Toronto ->
Chicago..

Is it odd that Cogentco is routing USA traffic to Canada and handing it
off there to Level3 just to bring it back in to the USA?  There is also
some packetloss at the exchange...
