What burst parameters are you using?

Try something along the lines of:

  rate-limit input 80000000 15000000 15000000 conform-action transmit exceed-action drop
  rate-limit output 80000000 15000000 15000000 conform-action transmit exceed-action drop

on your OC3 interface.
