[Captive-portals] New Version Notification for draft-pfister-capport-pvd-00.txt

Hello CAPPORT,

Pierre and I have written a short document describing the extension of the PvD/Provisioning Domain additional information to point to the Captive Portal URI. This is pretty simple, but we wanted to get it out there for discussion at Montreal to have something concrete to look at.
