Yes, remediation is a use-case unlocked by the Capport icmp I-D. It can also be used to give you advanced notice of a pending change in your access policy. It can also prompt 'remediation' without throwing you off the network or blocking your traffic (something not even possible in Hotspot 2.0). 

So, yes, new ICMP codes (as described in the I-D, both for 'terminal' and 'warning' ICMP messages) makes many use-cases possible, not just in public access over Wi-Fi or wired, but also LTE and Hotspot 2.0 networks.
