There is no doubt a list (metaphorical if not physical) of law enforcement techniques that are legal but would either be widely questioned, or potentially adjudicated against.

Through various means, the US government likely wishes those techniques not to be public.

The US government is making me obviously aware of those techniques.

The US government is run by morons.
