so first note : snowden mentions some govenment 'study' that proves
that surveillance doesn't help catch 'terrists'

valuable in the governmentâ??s efforts to combat terrorism as well as in
other areas of foreign intelligence.â??" 



So invoking that 'study'  seems like are very stupid blunder for
snowden to make...
