Obviously there are no proper official Science studies that notice this, 
just as there are no proper official science studies that notice that 
today's icecaps are a hell of a lot larger than they were in the 1900s, 
but what you can observe is that even in loony tunes prog paradise like 
San Francisco, they enforce drug laws on blacks like nazi stormtroopers, 
because the black community demands it, and that the legalization of 
Marijuana in San Francisco is unpopular among the biggest victims of the 
drug war, the black community.
