The state treats *EVERYBODY* as enemies right now. It can, because it's so
easy and cheap. Running the costs of surveillance up (for instance through
ubiquitous encryption) just a bit will mean that they *have to choose*. Which
already would be a win.
And the more we can drive those costs up, the better.
