One key thing is that citizens have *rights*, public officials have *duties*.

Talking about "transparency" in the context of a private person is misguided; 
just as talking about "privacy" in the context of public official carrying out 
their duties:

At the same time we should push for privacy for private citizens, and 
transparency and accountability for public officials (in the context of their 
duties).
