[ale] Reading disks?

Office conversation today and I wanted to verify my understanding is
correct. Data is written to disk in "stripes", a "stripe" being X length.
My understanding is that if you access the disk you can read those stripes
of data. An entire file may not be readable but you could get strings of
data.
Is that a correct statement?
