For most current, full-sized (gnome or kde) desktop installs, that's a minimum working limit. Think browser with multiple tabs, email client and LibreOffice all at once.
For better performance, use a lighter-weight desktop like lxde.
For a simple webserver with all static pages, 2G is plenty. Ditto for a simple file server, NFS or CIFS.
