You can manage a Gentoo shop to operate just like this. Download a local 
Portage snapshot and distribution files set, emerge --sync your 
workstations to that and don't do it again for six months. If you want 
and if you have the file server space, you can keep rolling your aged 
local Portage tree and files forward every month or every week so as to 
form a six-month "delay line" so that your repository is always nearly 
six months old, then just don't do emerge --sync on your workstations 
but for every six months.
