Yes as far as I can tell:
# cat /proc/sys/net/ipv4/ip_forward
1
# route -n

Both of those came up automatically as soon as openvpn started with the
relevant portions of the configuration:
dev tun
proto udp
port 1194
server 10.100.0.0 255.255.255.0
ifconfig-pool-persist ipp.txt
push "route 10.0.0.0 255.255.0.0"
push "redirect-gateway"
push "dhcp-option DNS 10.0.0.1"
