Because all roads in GA were that way when I moved here back in 98.
Shortly after that, Federal highways and Interstates were re-numbered by
mile to normalize with what many states around the country already did.
I assume entirely state paid-for roads like GA400 were exempt and there
was no money in the local toll budget for re-screening exit signage. I
thought it was so foreign driving in from Arkansas, Mississippi, and
Alabama - who all numbered by mile - to see GA do it differently on the
same I-20 Interstate highway.
