What I'm finding out is /etc/dhclient/dhclient.conf is instructing dhclient what to do in regards to eth* interfaces. That is what I'm reading with Google. 

I've replaced /sbin/dhclient with a wrapper to determine the operating mode and will exit if we are in bridge more. This problem is solved.
