[ale] CentOS SRPM -> tarball

It's somewhat dependent on the RPM, but all the ones I've seen won't apply patched until during the RPM build process.  Note the patch# entries in the spec file.

In theory the source should be httpd 2.2.15 and the -29 release should be changes applied during build.
