[ale] Modem issue

I've got this weird problem with a phone line that I can not nail down.
I can call the location at 57600 and it will answer each time. If it
calls me I can answer, but I hear no modem training. Just silence.
I've replaced the modem and problem still exists. What problem on the
line could cause this?
