That happened to me a couple of times when I was driving there last
summer.
The first time it happened, it completely confused me.
Courtesy on the road can be very disorienting.

Whereas in Texas, drivers will routinely pull on the shoulder to let
you pass when on a two lane highway. Well, they did in the late
'70s....
