IEEE does have some programming/computer sections but it is really
geared towards electronics, hardware, and theory. ACM is going to be a
closer fit for a programmer. IEEE fits for an EE doing hardware* designs.
* Note that this means hardware in the broadest sense possible
(antennas, RF circuits, etc.), not just computer hardware.
