Startcom does. I have used them in the past. You can generate free certs for ssl once they verify you have the domain. 
Only the single use certs are free, if you need multi domain certificates then you need to buy them.

I forget who, but somebody at the pub after the last meeting mentioned a company who will allow individuals, after they're verified, to create as many SSL certificates as they like for no additional charge. I can't remember who that was, so if you (or someone else who knows) would send me a link or the name or something, I'd appreciate it.
