[ale] VI embedded commands

Can someone please tell me how to enable embedded command parsing in
VIM?
For example in Perl I always have this as the last line of the file:
# vi: set ts=2 sw=2: #
I've installed 11.10 and need to turn this on. I'm also missing the
feature where VIM saves the line I'm on for a file as well as the
ability to copy, close VIM, open another file and paste.
Maybe a link to a much better vimrc than what is supplied in /etc/vimrc.
Oh yea I forgot: emacs sux.
Thanks,
Chris
