[ale] reclaiming swap space in ubuntu VM

Friends:

I have a swap space of 8G and I want to reclaim 6GB of it.  I think I might
be able to do it.  Once I reclaim it, I intend to format the space to ext4.

How can I think make it a part of the /home/devusr folder so the system wont
complain for lack of space, aka if I install an app in the /home/devusr
folder the system should say there is ample space and complain.
