FWIW, I found this bug report that seems to show the issue!

And indeed removing the 10-sendmail and 20-squid files from
/etc/NetworkManager/dispatcher.d indeed makes the problem go away.
This leads me to believe that there is some bad interaction between NM
and systemd.

I've started monitoring this bug, but at least there is a temporary
workaround until they get this problem fixed.
