[ale] autohotkey equivalent in linux

What I am looking for is to be able to  send <Ctrl> <Shift> <Alt> + <anykey>
to specific windows with titles

Autohotkey allows you to do all that.  Not sure if there is an equivalent on
Ubuntu ?
