depends on whether you are using gnome, KDE, or what desktop manager...
it is called "file association". in KDE it is in control center somewhere. In
Konqueror, if you RIGHT-CLICK a file, you can choose run, run using... If you
select run using, it will probably give you some options, including OTHER. If
you select OTHER, it gives you the application list where you can choose, and
a normal box where you can type in vim, and also a check box that
says "remember application association".
