[ale] Squid question

'https://trust.dot.state.wi.us/emv/emvagentservlet' redirects to 
'https://trust.dot.state.wi.us/emv/ICSLogin/?"https://trust.dot.state.wi.us/emv/emvagentservlet";'.  
I  have '.us' in the whitelist but this site won't load behind the 
proxy.  Is this because of the redirect and if so, can that be 
compensated for in the whitelist?
