Given what you are seeing (water continues to run, but shuts off when
you lift the arm), I would
suspect that something has knocked loose the short run (say 3-4") of
fill hose that drops the water down into the cube mold from the back
wall of the freezer. The control valve appears to be working
since lifting the bail stops the water flow.

Common problem when people shove too much stuff into the freezer.
Appliance Parts Warehouse
has a book on refrig repair that gives troubleshooting hints ($20-25),
and Sears Parts online has diagrams to show how it is suppose to look.
