[ale] socket() blocks

I have one Fedora Core 2 system out of many that will find itself in a 
situation where all netlink socket() calls block.  I can not issue a 
init 6 because of this so I basically execute the remote system call 
with the argument  LINUX_REBOOT_CMD_RESTART.  Can anyone tell me what 
would make calls to socket() block?
