That seems like a really dumb plan on MS's part. Especially phase
2, because in that case I imagine people will start doing the
obvious thing: run their MS products on Linux hosts, instead of
vice versa.
Linux is a product that MS can NEVER control. It sure is taking
them awhile to realize that, though.
