I used to order a lot of MICR toner cartridges.  We printed pay checks
in about 20 or so offices.  All the cartridges were remanufactured.  I
only recall ever getting one that was DOA.  That would easily be far
less than a 1% failure rate for me.

I've heard good things about the companies that refill toner cartridges.
 I have a Samsung ML-2010 cartridge that needs refilling.  One of these
days we'll actually have a need to print something and I'll go find a
shop to refill it and let everyone know how it works out :).
