The connection is saturated. I suggest reading
http://www.sigsegv.cx/qos.html for a really good explanation, and
implementation, of QoS.
If he does not implement some sort of QoS scheme he will not enjoy
VoIP service. I initially implemented my own QoS rules by following
that guide, but now I use the QoS system implemented in the Tomato
firmware for the WRT54GL. Either way, it seriously helped my DSL and
VoIP connections.
