Yep. It's been like that since late April. Comcast publicly says
that they offer X/Y up/down speeds... and if you use SpeedTest (or
other well-known-to-comcast http speed test sites) you will see that
you get stellar results most of the time. BUT, if you want that same
bandwith for FTP/SSH/VPN/etc, or your own private speed test, you are
sh!t out of luck. Comcast has finally found a way to really screw
over it's biggest fan base... ironically by calling it "network
improvements". Honestly, I just think that all the good engineers
have left Comcast.
