Isn't the IRS a government organization, and therefore, its works are
not subject to copyright?  Or is it a private corporation that is
charged with managing the government's affairs...?

If the former, then right there you know it's crap, of course, the
writing and the fact that they would never /tell/ you your refund are
also good clues, lol
