[ale] Ubuntu - where do you set the "I'm running on local time" parameter?

I know, but that's only a few weeks a year.  This isn't a serious 
machine.  It's used when I need to travel to places I can't reliably 
trust that it won't be stolen.  If it is, no great loss.
