While this is often the case, this may be a good thing that they
aren't reporting it --

"The other lakes are gaining water?  We're out of the drought honey,
let's fill up the hot tub!"
...and so on and so forth...

What gain that would be made would quickly be lost.  Better to keep it
quiet for a bit longer.
