On mine (ver 9.2) it's in /etc/profile.  However, since that is the 
default profile for all users a change there will change it for 
everyone.  I did not try putting a .profile in / but I assume that would 
be where you'd want to put it to get special settings for the root login.

I can test that if you need me to.
