[ale] ale-tech Subset or Supplemental?

It definately sounds like the consensus is that ale at ale.org needs to
stay unchanged.

The open questions seem to be:

Should ale-tech at ale.org (or similar) be created?

Should the ale-tech be a subset of the main list?  ie. Every post to
ale-tech is also on ale.

Or should the ale-tech list be supplemental.  ie. It is a totally
seperate list with and interested people would need to subscribe to
both lists.

I don't care if it is created or not.

If it is created, I strongly favor it being a subset.  The details of
how that is done can be determined later, but there have already been
a couple of suggestions.
