They always say "up to X". Pragmatically, if you increase the quoted
from 3 Mbps to 6, your actual speed probably will go from 1 to 2.
Unfortunately, this false advertising and, IMO, fraud will continue
unless there is a class-action lawsuit since clearly the Better Business
Bureau, the FTC, and state agencies don't care.
I've also proved that it sometimes happens even if there IS a SLA, at
clients' requests for commercial service! After threatening in that
case, the bandwidth mysteriously goes up.
