[ale] HOW2 allocate download time from WWW among server&clients on local LAN ?

I find that the server 'hogs' almost all of the time when trying to download simultaneously to it and a client or clients.

How can I say...'give the server this much, then so much to ea. client, etc..... '  ?

If possible, I'd like to not have this result in a new career :-)   Is there a simple way  ?
